Well, I guess Jilly knows half of Newford and has plans to meet the rest, as it was said in one of the books, so it'd be normal that all the characters show up... But it's like he's used to publishing a book with short stories about each charater, and now he wanted to write a book and include all the characters in the story, because he's used to having them all in one book anyway.
