What Are Developmental Edits?

I thoughts I should post my answer here as well:
This is a letter from my editor at Carina. In it there are technical suggestion for how we might tighten up the POV, make sure the character's voices stay consistent, and bring some technical stuff more in line with CP/HQ house-style.
Then there is characterization edits, discussing whether to add more POV for a character and why the editor thinks it would be a good idea, whether or not the characters are behaving as they should when faced with the supernatural situation they are in, and considering some scenes that might need work, moving, or revision to help move the plot along.
Finally, there are plot edits, where the editor wants to know if I can bring a certain thing or character more forward in the story, clarification of a couple of points, but why does this character do this, and hey, is this scene even attached to the plot?
I have three weeks to work through this, making any changes I want, discussing options and thoughts with the editor, and sometimes planting my flag on the hill and writing STET. After I finish this, there will be line edits and then a CEM to deal with.
And after that, a book!
