This is very interesting, how you view the story-building process as the resolution (or not) of a character's problem. I always consider wants and/or needs rather than problems for characters. I don't think either way is superior, just that they probably lead to different styles of writing, and different styles of stories... A problem-solving approach probably makes for a more "pro-active" sort of story, or a story with a more defined beginning and ending. Probably it says a lot about the writer, as well.
